THE AFFORESTATION PLANS OF THE GOVERNOR-GENERAL'S OFFICE.

IT is but human nature for us, who are natives of a land of lovely scenery, to yearn in dry and uninteresting Manchuria after our motherland, and, this being so, not only is it impossible for residents to feel that they are making this country a place of permanent abode, but, further, the development of Manchuria is in no small degree affected. With a view, by the encouragement of afforestation within the Kwantung Province, on the one hand to improving the scenery and directly affording very great relief to residents, and on the other hand to bringing about the development of forestry and agriculture, it is said that the Kwantung Government-General will lease free of charge mountain land and uncultivated land to persons whom it considers suitable, and will further make free grants of seedlings and seeds to persons desirous of obtaining them. These Afforestation Encouragement Regulations are to be published to-day.

We hear that the Government-General proposes to plant trees in suitable places along the streets in Dairen and Port Arthur, to undertake afforestation in the surroundings of those cities and in the neighbourhood of Lushutun, and, further, to plant trees at the sources of the water supplies of Port Arthur and Dairen and to devote its attention to the upkeep of those sources. As far as funds permit, afforestation will be effected in localities that do not admit of being intrusted to private enterprise and on land that is unsuitable for agriculture, vegetables, and fruit trees, as well as seedlings, will where necessary be grown in the Port Arthur and Kinchou nurseries, fruit trees and seedlings will be cultivated in the Dairen agricultural experimental station, in addition to the work hitherto carried on there, and the Port Arthur nursery garden will be greatly extended and made into a botanical garden. By this means, in addition to the supply of seedlings for afforestation purposes, experiments will first of all be conducted with trees of every variety, and eventually a simple school of agriculture
